I just did more research, and I found out I needed to go to Bluetooth & Devices/Cameras/Camera privacy setting/Let desktop apps access your camera and set it to on, and that made it work. Thank you for your help. I hope this will help others as well.

Yes, I did follow the installation instructions and to the same directory as it's set by the software and i didnt tweak anthing. If FaceTrackNoIR is unable to start the faceAPI exe, there must be some security or 'installation location' issue IMO I dont know what to do ?

The fact that the webcam utility shows an error is (of course) NOT good. Apparently there is some installation-issue. The utility uses the same DLLs as the tracker, so if it does not work, the tracker will not. Ijust deleted everything and installed the one I downloaded 2 days ago, and this is the screenshot of it and what I have in it. Did you use the same webcam on W10?
