Since 1.5.6 the plugin versions are sufficient and I'm happily building with mvn -Dproject.build.outputTimestamp=$SOURCE_DATE_EPOCH, so this can be closed, unless you still want to add the outputTimestamp props directly to the POMs.

The reason for adding the maven-jar-plugin is to override the default version for that plugin. The default version is too old to support reproducible builds, see my link above for details.

Does your global settings.xml have the "maven-default-http-blocker" mirror? Because on Arch Linux it's there by default and I don't see the packaging script adding that, so I thought it's there on all linux distributions.
