I'm afraid you're out of luck, as the actual localizations texts are embedded in the exe. You can't just take an exe from another language version.

I managed to make it work in 1024x768 (it's not just stretched, in ingame settings I got 1024x768) using the attached settings and version 2.05.40 of DxWnd. Just unpack DxWnd into the folder with the game, drop in the settings file and launch as dxwnd /c:dxwnd.ini /r:0 It should be noted that it worked on my patched a little binary (I have the russian version with a patch to make the space campain to crash a bit...
