My organization would like to start using it internally, but without support in the most widely available open-source extraction utility we have for Windows, it will be difficult to justify such a move. Just to feedback on my original issue: I've tested with 2814 and the fix is working great for me. Thank you.
I was able to replicate this on the latest build (2774). I think the key step here is number two: after adding the input file you need to change the output file's location or name, after which it will no longer be updated by a change of input file.
