I try use Netgen to mesh a composite geometry. Netgen can't directly use .stl file because there are always noconsistent errors of surface normal . So I transfer .stl file to STEP file by FreeCAD. But when I mesh the STEP file, it just gives the surface mesh, not volume mesh. How can I deal with this problem?

I have create 1/8 sphere include another small 1/8 sphere by MATLAB and output the STL file. But when I want to import this geometry into NETGEN, there are always inconsistent triangles error. I know it's the problem of definition of the interface. I can't use netgen/ CSG to create geometry because my inner part geometry is not only sphere. Anyone could help me solve this problem? How to define the normal of interface in stl? Or maybe there's other way to merge two geometry?
