I've filed a bug with them, since this does seem to be their issue. I appreciate the response (though not necessarily the tone, thanks for that). Here's that report if you're interested or curious. It links back here.
Perhaps you should yell at Amazon, because it's their package that is pulling that version as a dependency (via AWS CLI v2). Or one of their dependencies.

Support for STARTTLS or SMTPS should really be considered mandatory these days. It's been a over a decade since this was first requested. I'd like to use AWS SES to send my email alerts for example, and this is impossible without either (or making some sort of wrapper proxy to run locally).
