Hey, I know that this might be a tad bit late, but I may have found a solution (at least for me). I went to Run, input "msconfig", went to the "Services" tab, and disabled "Windows Virtual Audio Device Proxy Service", the clicked "apply". You should get a prompt to restart your PC. After I restarted my PC, the built in reverb and audio effects that Windows previously had were gone, while any EQAPO settings applied no problem (I used a preamp setting to test and it in fact worked).
