I will look into the issue regarding the WebView2 dependency, we just received another report with the same message, so it might be that MSFT updated their installer (yet again). Regarding exams, we highly recommend that all necessary information is provided to students in good time so that they have enough headroom to set up their computers and install all required software without any pressure. Furthermore, especially if you're performing remote exams, it would make a lot of sense to first perform...

No, you as a teacher can't see how many displays a student uses. You can only set the values of your exam configuration so that a student e.g. cannot use more than the internal display of their laptop. With SEB-Server, you'd be able to know the display configuration of each of your students, you'd however still need to scan the application logs of the connected clients.

As specified in the release notes, SEB 3.2.0 comes with a basic display monitoring verifying count and type of connected displays.

It should be, as far as I can tell from afar. Unfortunately, it is very difficult to provide support without being in front of the computer resp. being able to experience the issue first hand. I suspect in your case there might be something wrong with WCF (the Windows Communication Foundation) on your system, or it might be that you have installed an anti-virus / security software which suppresses or affects IPC (inter-process communication).
Apparently, there was a communication issue between two components of SEB. This most likely is a problem on your system, please verify that it is up to date and try to re-install the .NET framework as well as SEB.

I think this isn't possible when using the SEB Deeper Integration within Moodle, unless you upload your own custom configuration to Moodle in which you deactivated Zoom as default prohibited application.
With SEB 3.2, the default list of prohibited applications is always added to a configuration during session initialization. Part of this list is also Zoom.exe, so if you would like to allow the usage of Zoom, you'd need to disable the respective entry in your configuration, to be done in section "Prohibited Processes" under tab "Applications" in the configuration tool.
As already stated, in the end the above mentioned configuration key determines whether a session may be reconfigured or not.

The default values are always the most restrictive a.k.a. most secure values, as they always have been for SEB configuration files. This applies to new features as well, therefore the default value for the number of allowed active displays is one. SEB can't load the configuration file you're trying to use. Can you provide the runtime log file? It can be found under %LocalAppData%\SafeExamBrowser\Logs.
Something on your system is preventing WCF from working correctly, thus the application components can't communicate with each other. You'd need to fix that in order to be able to use SEB 3.x.
Windows 7 isn't officially supported anymore, though it might work for your use case. Your students would need to try it, but please note that we can't provide support for any issues that may arise.
SEB 3.2.0 comes with a new feature which checks the display configuration. The default settings only allow to use 1 display. If you want to change that, you can do so in the Configuration Tool under tab "Security".

You can configure (i.e. hide) all elements of the browser toolbar with configuration values.
For the Windows version (3.x), the HOME button activates the back-to-start function. But you certainly can enable the browser toolbar and thus also the back-to-start button in fullscreen mode.
The photo you attached above is from SEB version 2.x. We recommend using version 3.x, as version 2.x isn't actively developed anymore. It might furthermore be that only students with the latest version can access the quiz in case you e.g. configured the usage of the Browser Exam Key.
