It seems, it was a bug in Maxima code, see commit [a850ab]. Should be fixed now
Windows: Correctly determine the install prefix (fixes bug #3925).
If I remember correctly, the Maxima startscript ($INSTALLPREFIX/bin/maxima or src/maxima.in in the Maxima sourcecode) limits GCL memory consumption; see commit https://sourceforge.net/p/maxima/code/ci/9e712a93 You can try to increase/remove this limit.
cleanup of maxima.bat
Accepted as commit 48afaa12. The message when trying to shutdown Windows is probably not coming from (command line) Maxima, but from the popup from wxMaxima, which wants to know, if the current (modified) file should be saved or not.

Note: I filed the following entry to the Gnuplot bug report site, after I tried to include the recently released version 5.4.3 in the Windows installer: https://sourceforge.net/p/gnuplot/bugs/2486/ According to the answer, it is not a Gnuplot bug (maybe the default terminal changed), but Maxima is using it wrong, see the bug report above.

For Unix/Linux systems one might use the shell variable $COLUMNS (or interpret the output of stty -a), so e.g. maxima --run-string="linel:$COLUMNS $" would do the trick. You can set an alias with that command. We can integrate that in the maxima startup script, but the string occurs as a first output and the first prompt would be (%i2), so it might be better to read the environment variable from the lisp side and set linel. For Windows there might be simliar solutions possible (e.g. Powershell or...
