I have not done this, but I expect you could use Windows Task Scheduler to invoke Edge and browse to https://seeddms/op/op.Cron.php (use the appropriate URL for the configuration of your site). A pop-up username/password form will appear in Edge which you will need to fill in and submit to run the "php cron task" If Task Scheduler doesn't have the capability to programatically fill in and submit the authentication form, another solution you might consider is to script typing the username and password...
