32Bit 3D Viewing requires DirectX message when 3D view is selected

So to clarify to anyone reading this ticket, it seems like the original poster was installing the DirectX 9.0C but there are two common versions. One is for developers and would be called the 9.0C SDK (software developer kit). The other is the DirectX 9.0c End-User Runtime. (This was the case when I orginally wrote Techne).
