I can confirm that the latest version seems to have fixed this

I get the error while installing a package that depends on ruamel.yaml in Sublime Text, I don't think that a specific package manager is used not sure how the package is being fetched and checked.

I think this is still an issue on the latest version. I got: Unable to install library "ruamel.yaml" for Python 3.8 because files in the archive have been modified: C:\Users\user\AppData\Local\Temp\tmpt6r5qo1k\ruamel.yaml\ruamel.yaml-0.18.12.dist-info\METADATA C:\Users\user\AppData\Local\Temp\tmpt6r5qo1k\ruamel.yaml\ruamel.yaml-0.18.12.dist-info\WHEEL it seems that RECORD is incorrect as it does have wrong filesizes.
