In order to add a language you first have to generate the language file by running opgui -langfile Then you modify it adding sections starting with a language code within [] Finally you select the new language via -lang option or automatically if the code matches the one given by the OS

No, serial support would need a different USB class, and a totally different firmware. Besides, serial adapters are already implemented in extremely inexpensive boards, any development in that direction would be a waste of time.
