using --replay-gain without any --padding option can cause only a tiny padding block to be created

Sorry, but I think bug still exists. In version 1.2.1 after

flac --best -V --replay-gain *.wav

I see

is last: true
length: 8

sorry, you're right, I checked in a fix on the 1.2.1 maintenance branch, the tag is
FLAC_RELEASE_1_2_1_MAINTENANCE_BRANCH
