when language directroy name is japanese-utf8,
installing XC is succeeded,
but NOT show in admin's control panel,
Legacy System >> Preferences >> General Settings -> Default language
Legacy 2.1.0 is possible to handle only [a-z_]+ languages. Yesterday, for receiving ko_utf8 & ja_utf8, that was changed to [a-z_][0-9a-z_]. It may be fixed.

Language name is used for generating local language manager class which is flexibility language solutions. So, it's impossible to allow using 'period'.
