We are deficient in terms to describe the stages of development of the shoot system (PO:0009006).
We currently have collective plant organ structure development stage (PO:0025338) with two direct child terms: flower development stage (PO:0007615) and inflorescence development stage (PO:0001083).
I suggest we should have shoot system development stage (new PO id): A plant structure development stage (PO:0009012) that has as primary participant a shoot system (PO:0009006).
Then we could add: bud development stage (new PO id): A shoot system development stage (new PO id) that has as primary participant a bud (PO:0009006).
And then.... we can make a term for bud dormancy stage, which we need for annotating the grape data set.
bud dormancy stage (new PO id):
proposed def'n: A bud development stage (new PO id) during which a bud (PO:0009006) participates in a bud dormancy process (GO:0097207).
there is an existing GO: bud dormancy process GO:0097207
Definition
A dormancy process in which dormancy (sometimes called a dormant state) is induced, maintained or broken in a bud. Bud dormancy is a suspension of most physiological activity and growth that can be reactivated. It may be a response to environmental conditions such as seasonality or extreme heat, drought, or cold. The exit from bud dormancy is marked by the resumed growth of the bud.

revised def'n: A plant structure development stage (PO:0009012) that begins with the plant organ development stage (PO:0025339) and ends with either gametophyte senescent stage (PO:0025343) or sporophyte senescent stage (PO:0007017) or death.
Added comment: The shoot system (PO:0009006) develops fron the shoot apical meristem (PO:0020148) in the plant embryo (PO:0009009) in vascular plants. In lower plants the gametophore (PO:0030018) arises from a gametophore meristematic apical cell (PO:0030019) in the protonema (PO:0030003).
Changed relation: shoot system development stage has_participant shoot system.
Made plant organ development stage (PO:0025339) part_of shoot system development stage.

On the Feb 26, 2013 PO conf call we decided on this revised def'n: A collective plant organ structure development stage (PO:0025338) that begins with the onset of the plant organ development stage (PO:0025339) and ends with either gametophyte senescent stage (PO:0025343) or sporophyte senescent stage (PO:0007017) or death.
Added "begins with the onset of" and corrected the parent name in the definition.
Should this also be "ends with 'the onset of' either gametophyte senescent stage (PO:0025343) or sporophyte senescent stage (PO:0007017) or death."
Both gametophyte senescent stage (PO:0025343) and sporophyte senescent stage (PO:0007017) are whole plant development stages (PO:0007033). Perhaps shoot system development stage should end with the onset of the "plant organ senescent stage" (a new term)?
