Custom Package Permissions + Menu order

PHPbb is installed on our BW site as an integrated package.

It shows in Themes > Menu - Active Menus - Visibility BUT it doesn't appear to be governed by any custom permissions so instead of not appearing to say, anonymous, it is there all the time, despite the other menu packages being 'hidden' until a person registers.

ALSO menu positions here either do no follow module positions or something is not working properly.

Used 5,10,15,20 and still got alphabetical.
