too many <skeleton>s

Not a bug, more an enhancement.

I noticed that every single bone has a corresponding
<skeleton> in the export.
That is fine per the spec/schema, but this should be
simplified in most cases. Only the root of the graph
need to be in a single <skeleton> node.

I have just tested import of a modified file to only
include a root skeleton, and it works.
