Add a New API to Simplify Dynamic Loading of ooRexx DLLs

Reference Bug #3102440 .

Rick and I had a conversation after this bug was resolved and we believe that one or both of the following should happen.

• Add documentation to the rxpg document on just how to dynamically load the ooRexx DLLs. This has become a complicated task especially on *nix systems and requires a specifc sequence and loading options to be successful. Not sure about Windows but the requirements may be similar.
• Add a new API that simplifies the dynamic loading process. Using this method you could dynamically load this API and call it to perform the actual required sequence of steps to successfully complete the loading of ooRexx libraries.
