Preview window menu item should not disable

Instead of disabling when the prefs are set not to show tex previews,
the preview menu item should display a dialog asking if you want to
enable tex previews.

As it is now, there is no way to tell why the menu item is disabled, or what
it actually does if the previews are off, and the key shortcut just beeps. I
had to guess why it wasn't working.
