I stuck configlib.py in the same directory as config.py, /usr/lib/python2.5/site-packages/freevo but i just need to be somewhere where i can import it. i'm not sure the best place for it.

Where does configlib.py go, I've added it to src/www.
You can include new files in the patch, by svn add /path/to/newfile and then a svn diff.

www seems the best place as it's part of the www module.
if "import configlib" does not work then "import www.configlib" should work.
