etc. don't insert such specials, only packages used with the
appropriate driver (such as dvips) do. So basically we'd
like xdvi to understand the dvips papersize specials, right?

Yes, dvips is almost universaly used on Unix, and teTeX
assumes that it is the dvi driver.
I suspect (or hope :-) that Paul might want this for xdvi.
