i think the left upper frame is using too much space,
cause you only need it sometimes.
i think the top icons should use only exact the space,
they need (about16px) and the <hr> lines are not
needed, and the word "Database:" is not needed either.
this could all be the option for $cfg['LeftDisplayLogo']

anyway, i like the new design. only the orange is a bit
too strong ;)

i added the needed changes to queryframe.php from phpMyAdmin
2.6.4-pl2
and two screenshots:
one with the <hr>`s (now) and after my changes. without <hr>`s
