The DocBook table markup accepts align and valign attributes
on table entry elements, and valign on table row elements.
The purpose of these parameters would be to set global
values for all tables, which could be overridden by local
values in the tables?

Yes, the purpose would be to set global values for all tables,
and still allow local overrides. Having global values would
allow me to set defaults (top and left, for example), without
having to override all table templates.
