Unfortunately docbook/xsl/1.67.2/xhtml/docbook.xsl uses
UTF-8 as default output format. Since often not required
and causes problems e.g. when using mozilla (just put
the generated
document on a apache server and have a look at it) the
default output should be changed to "ISO-8859-1".
This would be also consistent with the
docbook/xsl/1.67.2/html/docbook.xsl stylesheet and avoids,
that one has always to setup a customized stylesheet just
to fix this issue ...

Having ISO-8859-1 as a default encoding for XHTML would be
step backwards IMHO.
Isn't problem caused by fact that there is no <meta http-
equiv="content-type" content="text/html; charset="xxx"/>
tag inserted in XHTML output (this caused by XML output
method used in XSLT) for legacy browser. Will be adding this
to stylesheets sufficient for you?
