Yes, I followed instructions 1-3, but that leaves Distribution at 10.5. Following is the terminal listing:

Hello, Harry. It seems that there were problems in the upgrade path of stable-only 10.5 to 10.6 with versions of Fink prior to 0.29.9. I've talked to the release manager but with the beginning of the term he hasn't been able to dedicate time to this issue.
Would reinstalling Fink anew be an option? I've written a post explaining how to save the list of packages and configuration files before reinstalling Fink:
The perl588-core package is available on 10.6, both 32- and 64-bit:
http://pdb.finkproject.org/pdb/package.php/perl588-core
Have you followed the upgrade instructions detailed on Fink's Web site?
http://www.finkproject.org
If you have the following line in /sw/etc/fink.conf
Distribution: 10.5
then you haven't followed the upgrade procedure and Fink stills thinks you're on 10.5, which would explain the error you're getting.
