TkAqua: torn-off menus are not functional

This is on MacOS X 10.2.x, with the latest Tk-cvs-head.

Torn-off menus which should appear in a floating
palette are first of all drawn completely in black
(sometimes if you move the mouse over the items they
are drawn correctly), and events don't seem to
propagate correctly to the floating window.
