#1386 SMUX request id encoding

In net-snmp smux modules, RequestID for smux peer is
encoded by Unsinged value instead of RFC1157's
definition is INTEGER(signed value).
Is this bug or any reasons?

It seems that this cause smux peer's parse error if
request id is larger than 2^31 value.

version: net-snmp 5.2.1
os: linux (redhat 7.3)

    Thanks for the bug report! We've fixed the problem in the
    5.1.x and 5.2.x code branches and the main development tree,
    so it should be fixed in future releases of the net-snmp package.
