while stripping "chunked" transfer coding
Reloading/refreshing didn't help so I temporarily
turned off Privoxy and page loaded fine.

This is very interesting! I would very much like to
know if the problem is with IIS's encoding or Privoxy's
decoding.
Unfortunately I can't reproduce the problem, since
access to the URL requires an account.
Could you somehow get a packet trace of the failed
conversation between Privoxy and the remote side?
