Invalid URL reported incorrectly

Using Windows 7 Business 64-bit, Firefox 3.6.2.
While checking some phishing URLs against my actions files I noticed that Privoxy is reporting "Invalid URL" with the following URL:

19.www.edn.cn/signin.ebay.com/ws/eBayISAPI.dll?SignIn&ru=http://www.ebay.com

Note that if it's proceeded with "http://" it is accepted, and if the "http://" in the path is removed it's also accepted. I'm fairly sure that this is a valid URL. This is a change of behaviour since 3.0.6.
After some testing I've found an example URL of:
www.test.com/http://
...causes the same behaviour.
