remove redundant code

The following mechanism are implemented at least twice
in the code base:

- gphoto2 command line parameter parsing
- libgphoto2/libgphoto2_port dynamic driver loading
- libexif detection in configure.in

Maintaining one implementation is enough work, so we
should get rid of redundant implementations except
where required for portability.
