When running Python and typing include setup, it
creates the .pyc file, and then reports that
distutils.core doesn't exist. Please help me
somebody.

Every once in a while a distribution decides to split
distutils off into a "python-dev" or "dev-python" package
instead of including it with Python. Search for and install
that.
