Disallow entering tags and Series data for VTs:

1. Grey out the two Series-related field in the Edit Title form for VTs.
2. Remove the two tag editing options (regular tags and quick tags) for variants.

Tags done in biblio/title.py 1.49; installed in r2013-55 on 2013-02-22. I will create a separate FR for Series. Closing this FR.
