This patch generalises namespace ensemble commands so that they may have arguments before the subcommand name.

    New patch version takes into account:
    * Subsequent additions to stubs table
    * NRE changes
    * Error message reform (argument -> arg)
    and includes the TIP number.

    Can we get on with it in time for 8.6a2 PLEASE?
