Currently NSIS lang.files are encoded in corresponding language codepage. It saves some space, but quite inconvenient to maintain.

Is it possible to support UTF-8 encoding?

There's a Unicode branch of NSIS which supports UTF-8 and UTF-16.

As for supporting it with the vanilla version, it'd have to include a codepage in either case. makensis would have to know how to convert UTF-8 to the appropriate codepage. This method can already be used by your build system and I prefer to implement Unicode script support (the NLF files are not enough, you have NSH and inlined strings) along with Unicode support to NSIS which falls under the following RFE.
