One charger notification per charger
What's fixed
- Multiple "Charger connected" banners for a single charger. v0.14.3 stopped the repeated-notification flood, but plugging in one charger could still fire two or three banners at once. A charger advertises several power records on the same port (USB-PD, Brick ID, TypeC), and on plug those records flicker in and out several times in under a second while power negotiation settles. The app now waits for the dust to settle and posts a single "Charger connected" (and a single "Charger disconnected") per charger. Follow-up to the v0.14.3 fix for [#227].
