Breaking changes

Updated to R v4.6.0.
Updated to Emscripten v4.0.8. R packages build for previous versions of webR will not be binary compatible (#603).
Updated the base LLVM distribution, rebasing our Fortran for WebAssembly patches on v21.1.8. An additional patch new to this release fixes the Fortran allocatable arrays feature.
