This is a major release that cleans up a ton of issues around PHP 8.0 and Mysql 8.0 compatibility.

This one is a long time in the making. This merge includes but isn't limited to:

PHP 8 compatibility - includes cleaning up arrays, curly braces, and a bunch of method signatures
mysql 8 compatibility - includes removing some bad date formats (like 0000-00-00)
removed the /vendor directory and let Composer handle it
updated the phing build script to use updated versions of phploc and phpstan
added carbon to handle date/timezone processing
removed ADODB as our needed functionality has moved into core PHP
updated jpgraph to a more recent version
removed the File Explorer from the Files module, likely to restore it later
removed the file versioning from the Files module, not likely to restore it any time soon
fixes to numerous views for tables (index), views, and similar
cleaned up a bunch of warning cleanups
lots of other cleanups throughout, some provided by @opto in the old 3.4 branch
