The CA utils consist of two scripts ca.sh and crl.sh.

These are designed to use wget to securely obtain IGTF CA certificates
and populate /etc/grid-security/certificates with them.  ca.sh will
execute crl.sh before installing the ca certificates.  Any CRLs which
cannot be downloaded will be created blank (disabling that CA on that
system until a valid CRL can be obtained).
