### Upgrade guide

• PyPI users: bump your Python to 3.10+ before pip install -U tsai. On Python 3.9 the upgrade will fail to resolve dependencies.
• Conda users: switch to pip. The timeseriesai conda channel is no longer updated; new versions ship to PyPI only.
• Contributors with an existing checkout: git pull, pip install -U -e ".[dev]", then nbdev-install-hooks. settings.ini and setup.py are gone; configuration now lives in pyproject.toml.

### Breaking changes

• Migrated configuration from settings.ini to pyproject.toml (PEP 621). settings.ini, setup.py, and MANIFEST.in removed.
• Upgraded to nbdev 3 (CLI commands now use hyphens; underscore aliases still work).
• Minimum Python is now 3.10 (was 3.9).
• PyTorch bumped to >=2.12,<3 (was >=1.10,<2.8).
• fastai bumped to >=2.8.7; fastcore added explicitly as >=1.13.2.
• scikit-learn bumped to >=1.7,<1.8 (capped due to imbalanced-learn incompat with sklearn 1.8).
• imbalanced-learn floor raised to >=0.14.
• Conda packaging dropped; tsai is now distributed via PyPI only.

### Bug fixes uncovered during the migration

• Datetime dtype tests made pandas-3-compatible.
• Monash forecasting test marked #|slow.
• TSStepsSinceStart signature reindented so nbdev-docs can introspect it.
• Rocket*/MiniRocket*/InceptionRocketFeaturesPlus default values switched from numpy arrays to tuples for show_doc compatibility.
• tsai/imports.py no longer reads the deleted settings.ini.
