Vulkan Linux fix, add SenseVoice, Server Tab rework
- The Vulkan runtime is finally fixed on Linux - thanks @loukas-pap!
- Added SenseVoice model backend (transcription & diarization via CAM++); works with English, Chinese, Cantonese, Japanese, Korean
- Reworked the Server Tab, integrating the existing Models Tab into it
- Added Notifications system, giving the user feedback during long loading/processing periods and assuring them the app isn't stuck
- Reduced limit on how long a transcription can take (in processing time) which limited lower end systems
- Added 'Rolling Preview' in the Session Tab, available when a recording is in progress; think of it as a temporary Live Mode without having to run an extra model. Small chunks of audio are sliced off the recording buffer and transcribed by the main model while Rolling Preview is active. Regular transcription happens when you stop the recording as usual.
