This Tcl extension work with the instrument dll from TiePie
<http://www.tiepie.nl> for their HS3 scope only.  This is the
original code I wrote back in 2007.

Use this if you want, but wait for the new one which will have
a different interface using [Incr Tcl], will support all
instruments and work on Linux.
