* README for Opening DevKit.chm for the first time

* 1. Click the link to download the DevKit.chm into a local folder.  Double-
*    clicking the downloaded file may result in this error:
*
* Navigation to the webpage was cancelled.
*
* 2. If this is the case, close the chm file.  Right-click on the chm file
*    and (scroll down to the bottom to) select Properties from the context
*    menu to open the Properties box.
*
* 3. Near the bottom of the General tab, click the Unblock button to allow
*    the file to be opened from now on.  Click OK to exit.
*
* 4. Double-click the chm file to open it and find additional information
*    on installing the DevKit.
*
