Windows executable, for those who don't want to install python but still want to use the command line instead of the webapp. Supports all the command line options - just use shrinko8.exe instead of "python shrinko8.py"

Major changelog since v1.1:

Support creating/modifying js/pod files
Improve support for rare syntax particularities (e.g. using ? as an expression)
Misc. improvements to compression and performance.
