Sheep-dip management

This part of the SheepDip project consists of three sets of software, which together provide a remote monitoring facility
for sheep-dip workstations.

NB: Some files have not yet been uploaded. They are awaiting the issue of an SNMP PEN by IANA, which is needed for alerts.

ELogDump collects logs from the individual workstations, SpaceMgr discards old logs when they are no longer required, and
SDStatus uses the logs to create a dashboard display and also if necessary generate alerts in the form of SNMP traps.
