SciPy 1.18.1 Release Notes

SciPy 1.18.1 is a bug-fix release with no new features
compared to 1.18.0. This release includes binaries on
PyPI for Python 3.15, and the minimum required version
of the GCC toolchain has been increased to 10.3.0.
