SCAPCS 1.00f  release 20141115
- Remove b-version limit ( no more limit usable period till 2014-1130).
- Remove some minor bugs.
- The "Note" of the first page(FACS) now become to be editable to each user by clicking a menu item
- Announcment on the OSS and Freeware of this program.
- Pass the license to Yang-Ming Hospital, and make a beautful "about" page for the hospital.

Adjust the GUI to a better cosmatic arrangment.
Intruduce i18n work :
 change data file nema with language specificed subtitle in filename
 user can choice chinese or english version

  Correct some wrong automatic behavior which raise error and a warning in 0.96d version.
  Found and correct some error codex about 0/X/ series in codec file "ICD10PCS2014Organized.txt".

 the 0.95 / 0.96 version was improved under Dr Hsei advise. 
 Dr Hsei is the owner and the Chair of Yang-Ming Hospital, Chia-Yi city.

  Add some aotumatic functions : If there is only a option selectable in codec group, the SCAPCE will select and code it automatically.

  Keep the action of the selection of the 3rd codec (root operation) at a double-confirm radio button selection method. 
The actions to select other codecs options were changed to a standard pushbutton method.
