Summary

[!CAUTION] This release contains a critical bug fix in the chain reorg logic. All node operators are recommended to upgrade, especially those running with --engine.persistence-threshold 0 --engine.memory-block-buffer-target 0 CLI arguments.

Besides, this release contains following changes: 1. The default gas limit for Ethereum Mainnet has been increased to 60M gas. 2. Improved performance for engine_newPayload response times on chain reorgs.
