ResTool takes a display's native resolution and a target upscale percent to find an integer-resolution near the upscale target and locked to the native aspect ratio.
This is useful because a simple increase at a given percentage typically yields a non-integer resolution at the indicated aspect ratio.
Simple rounding of this non-integer resolution will not yield a viewport that is locked to the original aspect ratio.
The method in this program finds the smallest integer values that can be added to each axis for increasing the resolution without changing the aspect ratio.
