Keep actual REST and GraphQL usage visible when GitHub's quota endpoint incorrectly reports completely unused budgets; preserve response-header counts and reset times until their known window expires.
Retain observed GraphQL quota across app restarts and cached-only refreshes without making additional API requests.
Refresh one cached GraphQL query when no current quota observation exists, including the first upgrade from older caches, instead of trusting a synthetic full budget.
Keep the lowest observed remaining REST quota across active windows when repository and user-events responses report different budgets under the same core resource.
